Job Description

Lutheran Family and Children’s Services is seeking a full-time Program Director MoDCMP to join our Disaster Response team. The Program Director will manage and coordinate the LFCS federally funded Disaster Case Management programs, to ensure quality, consistency and stability in policies, procedures, practices, philosophy, budget and program implementation. This is a temporary position based on a contract and due to end by November 30, 2017. Responsibilities • Negotiate contractual terms with state and federal officials. • Develop and maintain program policies and practices in conjunction with the Director of Disaster Services, state and federal staff. • Hire, train, supervise and evaluate LFCS staff assigned to the contract. • Initiate subcontractor development and oversee subcontractor processes to include contract negotiation and management, contract compliance and quality monitoring, and financial performance. • Manage the initial and ongoing training needs of LFCS and subcontractor staff relative to case management, CAN, financial, and quality monitoring. • Manage programmatic expenditures to ensure they remain within contractual parameters. • Ensure that all required compliance reports are completed accurately and according to contract requirements. • Ensure all contractual requirements associated with contract closeout are met. Education and Experience • Bachelor’s Degree in Social Work or related degree. • Three years supervisory management experience. • Three years Disaster Response & Recovery Experience. Skills and Abilities • Knowledgeable in disaster response and recovery and/or disaster case management and Social Work ethics. • Tact and diplomacy in interpreting the mission of the agency in a multitude of settings. • Public speaking and training skills. • Administrative skills, including planning, directing, facilitating, supervision and developing personnel. • Time management, organizational skills and priority setting. • Exceptional written and verbal communication skills. • Computer operating skills. • Ability to develop, manage and maintain a budget. • Excellent interpersonal skills. • Possess a sensitiviy to the service population’s cultural and social-economic characteristics. • The ability to be comfortable and work effectively within a Church related agency.
